A native of Birmingham, Alabama, Captain Grigsby was hired by the Oceanside Police Department in October of 1981, having previously served with the San Diego Police Department. Captain Grigsby was honorably discharged from the United States Army after serving three years as a member of the Military Police Corps in Germany. He is currently serving as the commander of the Investigations Division, which includes general and specialized investigative functions as well as task force assignments.
Grigsby has a variety of command experience: he has served as the Field Operations Division Commander with responsibility for patrol and specialized community policing resources and services, the Traffic Services Unit, SWAT Team, School Resource Officer Team, Field Training Program, and Field Operations Support functions. As the Administrative Services Division Commander, he was responsible for the Records Unit, Communications Center, Training, the department budget, and the evidence unit. Grigsby has also served as the unit commander for the vice, narcotics, and gang unit; as well as the general investigations unit.
Captain Grigsby is a graduate of the FBI’s National Academy; the Police Executive Research Forum’s Strategic Management Course at Boston University; The Law Enforcement Executive’s Leadership Course; and the State of California’s POST Commission’s Supervisory Leadership Institute. He holds a Master’s Degree in Organizational Management and a Bachelor’s Degree in Business Management, having earned both degrees at the University of Phoenix.
Captain Grigsby is active with a number of professional, fraternal and community-based organizations.
