CATHERINE OSGAN

Cathy OsganRecords Manager Catherine Osgan has worked for the Oceanside Police Department for 24 years. Ms. Osgan has worked in Records her entire career. She began as a Clerk I in 1986, and was promoted to Police Records Technician, Sr. Police Records Technician, Police Records Supervisor and Police Records Manager in 2006.

During Ms. Osgan’s career the advancement in technology has made a significant impact for the Oceanside Police Departments Record Section. In 1986 the Records Sections processed 100 % of the police reports in a paper format, data entry of the crime incidents had just begun to be captured in a new database known as ARJIS and the crime statistics were calculated by hand. ARJIS is now used as the primary source for crime data and statistics in San Diego County, with the data now computed through the network. In 2009 Ms. Osgan and select members of the Oceanside Police Department with the assistance of Information Technologies implemented a new Records Management System - 95% of the police reports are now captured in the RMS. The new system gives the department opportunity to investigate the crimes in a timelier manner.

Cathy is a member of CLEARS (California Law Enforcement Association Records Supervisors) and CCUG (CLETS Computer Users Group), serves on the ARJIS Business Working Group, San Diego Sheriffs Regional NetRMS Committee and supports the Police Department on various committees throughout the year. She is completing her Bachelors Degree with the University of Phoenix.
