Lieutenant Matt Bussey was born and raised in Oceanside. He graduated from Carlsbad High School in 1997 and received a Bachelor of Science Degree in Business Administration from the University of California, Riverside in 2001. Lieutenant Bussey was then hired with the City of Oceanside and attended the 50th Regional Police Academy. He was sworn in as a Police Officer in January of 2002.

Lieutenant Bussey worked patrol, was a Detective in the Property Crimes and Crimes of Violence Unit for four years, a member of the SWAT team for ten years, and a Motorcycle Officer within the Traffic Services Unit for four years. In January of 2014 he was promoted to the rank of Sergeant. As a Sergeant, he served as a supervisor for patrol, our Bicycle Team, and the Motorcycle Unit.  In February 2022, he was promoted to his current rank and is assigned as the Training and Logistics Lieutenant.
