Captain Scott Garrett grew up in Oceanside and graduated from Vista High School. He obtained a Bachelor’s Degree in Criminology and Justice Studies from California State University, San Marcos and a Master’s Degree in Organizational Leadership from Biola University. He is also a graduate of the Sherman Block Supervisory Leadership Institute, Class 426, and the FBI National Academy, Class 289.

Captain Garrett started his career at the Oceanside Police Department in 2004 as a Police Cadet. After being hired as a Police Officer and graduating from the 65th Regional Academy, he worked as a Patrol Officer, Beach/Resource Team Officer, Field Training Officer, Detective, and served on the SWAT Team. He was promoted to Sergeant in 2015 and worked as a Patrol Supervisor, Internal Affairs, a Detective Sergeant in the Family Protection Unit, and was a SWAT Team Leader.  In 2021, he was promoted to the rank of Lieutenant where he served in Patrol and in the Professional Standards Unit.  In 2023, he was promoted to Captain and leads the Community Services Division.
