Principal Management Analyst Gricel Beltran-Taj has over seventeen years of Government Finance experience and has worked for the Oceanside Police Department for seven years. Prior to joining the City of Oceanside, Gricel worked for the San Diego and Imperial County Office of Education and the County of Imperial performing business and financial management, fiscal and budgetary administration and oversight, grant financial administration, projecting costs of labor negotiations and calculating fiscal impact for various insurance and labor agreements, and implementing financial systems.
At the Oceanside Police Department, oversees the Financial Services Unit, responsible for Payroll, Accounts Payable, Accounts Receivable, Personnel Management, Grants, Budget, General Accounting, Purchasing, and Contracts. Gricel has been responsible for implementing internal control processes in the areas of grants, purchasing, and position control as well as implementing the Police Department’s new scheduling and payroll system as well as the Employee Evaluation System, currently in the implementation phase.
Gricel possesses a bachelor’s degree in accounting and a master’s degree in business administration, completed Civilian Leadership Institute in December of 2021, and is working towards achieving a Project Management Certification.
