Captain Pecchia was born and raised in Minnesota. Captain Pecchia obtained a Bachelor’s Degree in Social Sciences from California State University, San Marcos and a Master’s Degree in Administration and Leadership from Central Michigan University. He attended the 69th Regional Police Academy in 2006 and began his career as a Police Officer with the City of Oceanside the following year.

Captain Pecchia has served in a variety of assignments including Patrol, Gang Suppression Unit, and the Special Enforcement Section as a Narcotics Detective. Captain Pecchia has been a Defensive Tactics Instructor and a member of the SWAT Team.

Captain Pecchia was promoted to Sergeant in February 2020 where he served as a Patrol Sergeant, SWAT Team Leader, and was assigned to the Professional Standards Unit. In January 2023, Captain Pecchia was promoted to lieutenant overseeing the Support Operations Division. In February 2025, Captain Pecchia was promoted to his current rank and oversees the Patrol Division. Captain Pecchia attended the San Diego County Regional Leadership Institute in 2024 and graduated from the FBI National Academy in 2025.
